Abstract

Water sustainability management faces particular challenges in contexts of aging infrastructure and limited resources. This study analyzed the perceptions of managerial staff at the Water and Sewer Company of Granma, Cuba, regarding the implementation of Sustainable Environmental Management, aiming to identify barriers and facilitators in local water governance. Using a mixed-method approach, surveys were administered to seventeen managers and qualitative interviews were conducted, with data processed through reliability analysis, non-parametric statistical tests, and the Vester Matrix to prioritize problems. The results identified eight key obstacles, with insufficient sustainability training, lack of budget, and internal conflicts being the most critical. Statistical analysis confirmed significant differences in perceptions between operational and regulatory units. The main conclusion highlights that attitudinal and governance barriers have a greater impact than technical ones. The study proposes a Managerial Action Plan with components for strategic alignment, financial training, and monitoring, offering an adaptable model for public service companies in developing countries where managerial perceptions are a determining factor for sustainability.
